Position Overview We are looking for an action-oriented individual with strong transportation, operations or maintenance experience to manage railcar maintenance for the entire OxyChem rail fleet of approximately 10,000 railcars, as well as rail operations for our Vinyls business.
Plan and manage rail operations for the Vinyls business, including management and optimization of OxyChem’s total rail fleet (10,000 railcars). Manage the railcar maintenance for the entire fleet, as well as providing direction to a third-party railcar maintenance contractor. Conduct railcar utilization studies to best optimize use of OxyChem’s rail fleet. Manage railcar fleet operations to assure adequate railcar supply to meet production requirements and business interests. Prepare annual fleet plan (AFE) for all fleets (10,000 railcars), including individual capital AFE’s necessary to support justified railcar purchases and recommendations for railcar renewal/new leases. Prepare contract transmittals as required. Manage costs within area of responsibility, including monthly review of cost sheets and issue resolution, evaluation of cost reduction opportunities, and participation in the annual budgeting process. Work closely with other department managers to develop and maintain procedures for transportation, operations, and regulatory compliance group. Monitor railroad performance to assure that delivery exceptions are identified and promptly addressed. Provide back-up coverage for Manager Rail Operations. Develop working knowledge of Federal, State, Local, and International regulations, which impact the sales and marketing, transportation and safe handling of OxyChem’s products and provide assistance to Manager Hazardous Materials, as needed. Manage the railcar fleet maintenance program in accordance with FRA and AAR regulations and OxyChem policy. Evaluate railcar maintenance procedures in view of new technologies, systems, and regulations to help assure OxyChem’s maintenance practices are continually improved. Participate and represent OxyChem in industry group activities associated with railcar activities (ACC, CI, AAR, etc.).
BS/BA degree in Transportation, Supply Chain, Business, Engineering or applicable field of study
7 years of experience and knowledge of Transportation, Maintenance, Operations or related field
Strong analytical skills in order to conduct utilization and optimization studies
Ability to operate effectively when faced with changing circumstances or uncertainty
Action-oriented in a challenging environment
Knowledge of rail business and the strategies for working on behalf of manufacturing or chemical industry
Proven ability to build relationships with stakeholders inside and outside the organization
Proficient in the use of Microsoft Office Suite, including intermediate or advanced level Excel
Excellent communication skills (verbal and written) Other Desired Skills
