Harley Marine Services Offshore Fleet Manager - HMG in Channelview, Texas

The Offshore Fleet Manager provides direct assistance to the Regional General Manager by directly supervising Offshore, ATB, and inland tug personnel. Assist in hiring, training and evaluations of marine personnel. Assist in Barge Operations, Engineering and other duties as required.

  • Assist Regional General Manager and Marine Operations Manager in the following areas;

  • Supervise and Mentor Captains, Mates, and Deck Crews on Offshore Vessels

  • Recruit, train, and evaluate offshore marine personnel

  • Develop and administer operating and cost control procedures on Company vessels

  • Schedule routine Company activities such as Captain and Crew meetings as required

  • Assist Regional General Manager in new project development.

  • Operate company vessels as Captain when necessary to provide relief for scheduling conflicts.

  • Support the development and success of a positive safety culture.

  • Ensure that all marine operations are conducted with due regard to the safety of personnel, vessel and environment.

  • Ensure all activities are conducted to adhere to the requirements of the ISM Code, Safety Management System and specific requirements documented and summarized in the Quality Systems Manual and Marine Operations Manual.

  • Work with HSQ and Operations colleagues to develop and support Health, Safety and Quality programs as a senior member.

  • Develop and implement HSQ plans, processes and procedures as part of the Project Management, Business Management, and Management of Change Systems.

  • Support the Regional Emergency Response team and respond to company reported incidents according to Company Policy.

  • Perform inspections of vessels on repair & maintenance standards and procedures.

  • Support Operations with SIRE inspections, internal audits, and other audits as needed.

  • Timely and accurate responses to operating situations.

  • Support and/or conduct Regional Incident Investigations.

  • Assist Operations in auditing and documenting HMS Subcontractors and vendors.

  • Ensure compliance with all local, state and federal regulations.

  • Support company safety training seminars as needed.

  • Represent the Company at government and industry affairs as needed.

  • Perform in the company Spill Management team as assigned.

  • Performs related duties as assigned.

  • Four year college education in Maritime or related studies or equivalent experience.

  • Five (5) years at sea on tugboats, tankers or oil barges, or equivalent military experience.

  • Five (5) years of increasingly responsible management experience in the maritime industry.

  • Minimum 1600 GT Oceans US Coast Guard Master’s license with STCW required.

  • Experience as Captain on offshore ATB’s preferred.

  • Extensive knowledge of tugboat & oil transportation industry.

  • Knowledge of tug and barge maintenance systems and equipment.

  • Knowledge of the inland waterway and tug and barge operations in the Gulf of Mexico.

  • Capable of making decisions and giving directions to facilitate prompt service delivery.

  • HAZWOPER (including Incident Command System) training within 90 days of being hired

  • First Aid/CPR training

  • Proficient in Microsoft Suite (Word, Excel, etc)

  • Ability to deal with others using courtesy, tact, and good judgment.

  • Maintain the confidentiality of all sensitive communications.

  • Ability to understand and execute complex oral and written instructions.

  • Ability to work independently with minimal or no guidance.

  • Ability to get along with office staff and vessel crew members.

  • Must be physically fit enough to board barges and tugs at sea and in port.

  • Valid State driver’s license

  • Valid TWIC

  • Required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.

  • Exposure to all weather conditions (rain, ice, snow, heat, wind, heavy seas, etc.)

  • Must not be afraid of heights.

  • Must be available to take emergency calls on a designated call schedule.

  • Normal work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.

  • Take communications 24 hours a day, including weekends, concerning changes in schedules and conditions.
